2027 Legislative Agenda
Council's state asks include $500,000 to start a pretrial services program (the only Hampton Roads district without one), $1M for lead service line compliance, veterans tax exemption cost-sharing, regional transportation funding, school construction support, and toll relief expansion for Suffolk.
Disabled veterans real estate tax exemption reform
Veterans' tax exemptions have jumped from 200 recipients in 2015 to over 2,600 in 2025, while elderly/disabled relief participants dropped from about 2,100 to 1,270. Mayor Duman suggested reviewing whether income cutoffs should be adjusted for inflation.
2026 Bond Issuance and Refunding Plan
The city is selling bonds to fund the capital projects already adopted in this year's budget — roads, facilities and other infrastructure — while protecting its Triple-A credit ratings.
Employee compensation and efficiency study
The city is midway through a pay and staffing study covering all employees, with a deeper efficiency review of library, parks and rec, police and fire. Results are expected to feed into budget season.
Federal Funding for Water and Sewer Improvements
Rep. Jennifer Kiggans delivered a $2.25 million federal check for water and sewer upgrades — modernizing aging infrastructure and reducing sewer overflow risks.
Board and Commission Appointments
Council met privately to discuss appointments to eleven regional boards and commissions, from the Planning Commission to the Western Tidewater Water Authority. Actual appointments were slated for the regular meeting that evening.
Nonprofit Tax Exemption Moratorium
Council looked at whether to lift its 2013 freeze on granting property tax exemptions to nonprofits. Current exemptions already cost $30.5 million a year, and an estimated 280 nonprofits own property in Suffolk that could apply. Council decided to keep the moratorium and study the issue more before budget season.
Property acquisition/disposition — parcels 33*14, 33*14C
Council discussed the possible purchase or sale of two properties behind closed doors, where negotiations stay confidential.
